Good morning ladies and gentlemen; I am honored to be here with each one of you this particular morning after taking the last two weeks’ connection and binding with the region. In my stay, I have been privileged to meet presidents and other civil society leaders and work as a civil rights consultant for Latin America and the Caribbean (Cruces, et,al.,2017).
My interactions with a couple of prominent people have made me understand the issues facing Latin America, where poverty has been the issue that has taken most of my attention. Despite recent advancements in poverty reduction, most Latin Americans are still living in poverty, which the low income has mainly caused, and unequal distribution of resources such as foods, agricultural products, and other essential resources meant to raise the living standards of Latin Americans.

I will cover several areas that will help me understand where I am coming from.
The conceptual and empirical challenges caused by chronic poverty in Latin America.
Mainly poverty in Latin America is caused by failure to use the available skills and physical assets present in the countries (Cruces, et,al.,2017). Another cause of chronic poverty is the state of mind of the Latin Americans, and lastly, the markets, choices, and risk control mechanisms.

measuring chronic poverty.
It has been challenging to measure poverty due to the lack of longitudinal data in the region, hence applied the methodological approach such as the one created by Dang (Cruces, et,al.,2017).

Five main facts about chronic poverty in Latin America.
The facts includes one in five Latin American lives in chronic poverty, chronic poverty is geographically concentrated, chronic poverty is an issue in urban as well as in rural areas, economic growth cannot reduce the rate of poverty, and poor Latin Americans have no and limited income opportunities (Cruces, et,al.,2017).

How to prevent upward mobility of poverty.
Promoting equal distribution of resources, both goods, and services, would assist in preventing upward mobility, insuring risks, and preventing a depressed state of mind, as well as cutting or preventing inter-generational transmission of chronic poverty (Cruces, et,al.,2017).
